Explanation:

Moctezuma I intended to strengthen the union with the states of Tlacopan and Texcoco in order to consolidate the Aztec Empire. As the two neighbouring regions were incorporated, Aztecs used the city-states already established to increase their military power. In the Triple Alliance, most of a conquered land would be divided between Texcoco and the Aztecs, while the remaining would be given to Tlacopan.
