Out of all the answers it seems to be the most possible one. It wouldn't be the first one because then the newspaper would not have been able to share governemt issues. The third one would be the answer to trick you but it's only talking about information of goverment but does not include how Texans were allowed to publish a newsletter like that. Last one isn't possible either for it's basically saying Texas didnt care much after the war & didn't write any Texas constitiuon which they did. The second (or B) would be the correct answer because It saying that Texans are allowed to publish whatever they have on their mind or just want to write about what's.
