The Confederate States of America fought in the Civil War for the final goal of gaining independence from the Union. Similar to the American war for independence from Britain, the CSA sought to become a sovereign nation with the ability to pass its own laws, most of which applied to the institution of slavery.

It allowed for simpler and more efficient bill to law process, without having each body to pass a given bill separately.
