The Duma is an elected legislature in Russia and some other republics of the former Soviet Union. The July Revolution is also known as the July Days, where protests and demonstrations were rampant on the streets of France. The French people dethroned the monarch of Charles X during the July Revolution of 1830. The revolt was caused by Charles X’s publications of ordinances. Charles X ordered to dissolve the Chamber of Deputies. He even suspended freedom of the press, modified electoral laws, and called forth a premature election.

Charles X was removed from the throne on July 29, 1830, three days after the royal forces failed to contain the insurrections. The revolution brought Louise-Philippe to the throne of France.

If you decide to do a lot of quick cuts, then this would likely be useful for an action sequence. This is handy because action or fight scenes tend to have a lot going on, which means a lot could go wrong. Also, quick cuts can hide any imperfections that can't be ironed out with principal photography or reshoots. Think of the saying "we'll fix it in post", except you don't need to heavily rely on CGI or visual effects.

If on the other hand you want a slow scene to build tension, then you probably won't have many quick cuts here. Instead you might have shots that have long duration that focus on the character's faces perhaps to build suspension. It all depends on what kind of mood, theme, emotion, etc you're trying to set the tone for the scene. Ideally you should be consistent so that you aren't contradicting the narrative of the moment.
