The Confederacy’s lack of a strong navy was the main reason that the Union kept control of forts in Florida.

The Confederate Navy could never reach the power of the Union's navy but used technological innovations such as iron-hulled battleships such as the CSS Virginia, submarines (including CSS HL Hunley), torpedo boats and marine mines (48 Union vessels were seriously damaged or sunk by Confederate mines, which also sink 11 Confederate ships) to gain an advantage over the Union Navy.
Despite all their efforts, in February 1861, the Confederate Navy totaled about thirty ships, against ninety for the Union Navy, but only fourteen were able to fight at sea. This constituted an enormous disadvantage, which at the end was one of the main factors that led to the defeat in the Mississippi River, which ultimately led to their final defeat in the Civil War.
