To end the War of 1812, the United States and Britain signed the Treaty of Ghent in December 1814. Although the treaty ended the war, it did not resolve the disagreements between the two countries. Over the next several years, the two countries continued negotiations and made more agreements.
The responsibility for these negotiations changed when James Monroe, an experienced diplomat, won the presidential election of 1816. Like James Madison and Thomas Jefferson before him, Monroe was a Democratic-Republican from Virginia. Under President Jefferson, Monroe had been one of two special negotiators responsible for the Louisiana Purchase. Under President Madison, Monroe had served as secretary of state and as secretary of war during the War of 1812. Monroe would be the last of the Founders to serve as president.
Soon after taking office, President Monroe signed the Rush-Bagot Agreement, which created a peaceful border in the West between the United States and Canada that still exists today. In this treaty, the United States and Britain each pledged to post no more than two warships on any of the Great Lakes.
The U.S. negotiator of the Rush-Bagot Pact was Richard Rush, the outgoing attorney general. Monroe’s appointment to secretary of state was John Quincy Adams, an experienced diplomat and a son of the former president. Adams was unable to begin work right away because he was still involved in his work as ambassador to Britain. Monroe had requested Rush to fill in as secretary of state until Adams returned.
The following year, Secretary Adams negotiated the Convention of 1818 with Great Britain. A convention is a formal agreement. Until this time, the exact boundary between the United States and Canada had been unclear. The 1818 agreement stated that the border would be at the 49th parallel, or 49° north latitude, from the Lake of the Woods, which is partially in Canada and partially in Minnesota, to the edge of the Oregon Country, the land that today is the states of Washington and Oregon and the Canadian province of British Columbia. The Oregon Country was a rich source of valuable beaver furs. In the Convention of 1818, Great Britain and the United States agreed to jointly own the Oregon Country. This treaty helped the United States avoid further conflicts with Great Britain over this region.
