What did the u.s. government fear about japan, which led to the decision to use atomic bombs? a. japan had developed its own bomb and would use it. b. japan would not surrender, prolonging the war. c. japan would join with the soviet union otherwise. d. japan would not surrender unless the emperor was dead. i think its either a or c but im not sure!
