What two dynasties that did manage to create political unity across much of the indian subcontinent?

The Gupta and Maurya empires were the two dynasties that were able to maintain political stability and security in the Indian Subcontinent through the establishment of an organized bureaucratic system. The system also consisted of an agrarian economic system throughout the region supporting trade and commerce.
