What was the three-fifths compromise and how did it satisfy the states with and without slaves?

The 3/5 compromise was a way for states to determine the number of representatives they had in Congress.  When counting the population of a state each slave counted as 3/5ths of a person thereby allowing slave states to still count their slaves as part of the population, but it kept the number down so they didn't have an overwhelming majority in congress.

Severance taxes provided the funds for his policies on education, welfare, public and mental health.

Even though he was against integration, he understood it was inevitable, and he´s believed to be one of the governors who did the most to help African Americans in their fight against violence and for their civil rights.

He did left office partly discredited by the corruption of his companions, but mostly because of unusual public behavior linked with mental illness.
