Government regulations are established when a problem that may be detrimental to universal health or national security is found. Take for example, the Federal Bureau of Investigation, that regulates security in the public, and take note and act upon any suspects that can be hazardous to the people.
So where there is a public problem, the government will help to solve and prevent any future problems of it (to the best of it's ability of course.)
