Created at a time when the fear of the central government was still too strong, the Confederation initially arose rather as a union of states than a state association, and had very limited powers. It did not have the right to impose taxes and regulate trade, which remained the prerogative of the states themselves. The Confederation could only pass laws if they were approved by nine out of thirteen states. Each state could veto any law restricting its sovereign rights.
