The first settlement in Puget Sound was named Tumwater. Founded in 1845. The expedition and settlement were guided by George Washington Bush an African-Irish man searching for a place to inhabit after the Government of Oregon decided it was ilegal for mulattoes to live in this area. This law was not being actively applied north of the river therefor this was the place chosen by George and other explorers to settle.
"to live away from government rule." because of what is mentioned above this option is correct "To live near American Indians" Even though in this area there were some tribes that were more friendly to settlers, this was not a particularly driving reason for newcomers,(even though it was attractive). This option is incorrect. "to escape the Civil War" This eventually became true, but it happened years after the first settlers arrived, so even though this is true to a point later in time, we are talking about early settlers, therefore this is incorrect. "to live under British rule" The British had power disputes over parts of this territory with the Americans. To live under British rule was not an attractive thing for settlers since they were mainly interested in self-government. This is incorrect.
