First off this was a terrible decision on the U.S parts.

But, the reason why Congress refused to sign off on the bill to become a member of the League was due to isolationism. Which was the foreign policy of staying neutral. Most americans felt like they didn't want the U.S actively participating in foreign countries. But as we all know this was a disaster for the League since they were to rely heavily on the U.S as a leader. During WWII it was obvious the League was too timid to stop German military advancements and held no power over world peace.

The relationship between Federal and States government has changed a lot. We can say that the relationship began with more states' power and right now it lays more toward national supremacy. Before the 1930s, the roles of the Federal and State governments were very much separated and each government dominated its sphere. But after the Great Depression with the New Deal, many federal programs needed state support but demanded a national government that was more dominant.
Some historians see that nowadays there is new federalism, but I believe that states still have a big autonomy which prevents the national government from altering the beliefs and cultures of the state, such as with the immigration crisis.
