This is really easy, but it's harder to explain with typing... So bare with me.

So, this is called a two-way table; if you haven't heard before, when you're using one, you can use to represent a graph as well!  To make it easier for you to understand, every coordinate in those squares represent a dot on a graph.  

But, there is a distance that gets higher as the number goes up.  So, the distance between -1, 3 is 4. Every time the numbers go up, so the 0,8 is 8 apart.  So, on a graph every dot is 4 apart from each other. I hope you understand, if there is anything else I can help on, I am willing to do so!
