Point k is located in quadrant 4 and rotated 90 degrees counterclockwise. which quadrant will k' lie?

Quadrant four if it is only rotated, if it is moved than it would land in  a different quadrant, but it is being rotated 90 degrees counterclockwise which is down. so the answer is quadrant 1.

The answer is the 1st quadrant because since 90 degress is basically moving it to a quadrant next to it, therefore it would be first because it's counter clockwise
