If you start at (-3,1) and end up at (0,3), you will have increased x by 3 and y by 2.  Thus, the slope of this line is  m = rise / run = 3 / 2.

Using the point-slope form of the equation of a straight line, we get:

y - 1 = (3/2)(x+3).

This could be rewritten in other forms:

y = 1 + (3/2)x + 9/2, or y = 2/2 + (3/2)x + 9/2, or y = (3/2)x + 11/2.
