A polar compound is a compound that has two poles. In this case, water will have negative and positive poles.
When a water molecule is formed, the two atoms of hydrogen do not just stay any where they like. Rather, they attach to the top of the oxygen atom, like rabbit ears as shown in the attachment below.
The hydrogen atom is positively charged, while the oxygen atom is negatively charged. This gives water its unique polar nature.
The top of the water molecule which has the hydrogen is now positively charged.
The bottom part of the water molecule which has the oxygen atom exposed is negatively charged.
