Box A isn't stable and will fall over since it's being pulled down and if you push it if nothing is around to secure it's movements. Box B is stable and will only side if nothing is around to secure it's movements. The mass of the boxes could also affect what would happen if you pushed the box, if Box B had a heavy mass it most likely wouldn't move. If Box A had more equilibrium and a heavy mass, It would have a better chance of not falling over.
