The divine theory asserts that God created the states and he has given certain people the divine right to rule and govern the states.
The force theory as the name suggest involves the use of force by one person or a group to force their rule over the people within that area. This usually happens during war. For example, the places previously occupied by ISIS terrorist in Syria were forcefully ruled by the terrorists.
