If the President appoints an individual to fill a vacant position, regardless of the department, while the Senate is adjourned this is called a Recess Appointment. Generally, the Senate must confirm any nominated individual for a position in the government, but when adjourned the President may appoint an individual to a position on a temporary basis without any such Senate approval.
