To help other people in need, protect the people from harmful things like diseases etc..., and make and enforce laws.

They would enforce laws so people doesnt do anything they want they could act civil, they help others in need for people who dont have enough money for medicine and things like that,They help others in need like homeless people so you dont see too many people living on the streets.
