The best answer is C. - the rest partially treats different topics, and partially is negative (so not a praise); such as the last option:  the market becoming too small.

The only other statement about city building is A: but this one does not praise, but mentions who paid for them, and it could still be that the temples are not well-done. C, however, contains the praise "well-thought of ideas"- that's how we see it's the  best asnwer
