Eukaryotes are defined as having membrane bound organelles. If they don't have these it is a prokaryote. Prokaryotes have circular chromosomes called plasmids, eukaryotes have linear chromosomes. Prokaryotic DNA is not protected as there are no membrane bound organelles to protect it. Eukaryotes transcript DNA to make proteins.
