Transcription would occur continuously.
Explanation:
In genetics, an enhancer is a short region of eukaryotic DNA that can bind with proteins (transcription factors) to increase gene transcription levels in a group of genes. An enhancer does not have to be located near the genes it acts on, even on the same chromosome. DNA transcription is the first process of gene expression, by which the information contained in the DNA sequence is transferred to the protein sequence using various RNAs as intermediaries. During gene transcription, the DNA sequences are copied into RNA by an enzyme called RNA polymerase (pRNA) which synthesizes a messenger RNA that maintains the DNA sequence information. In this way, DNA transcription could also be called messenger RNA synthesis
The structure of the chromatin complex of DNA is folded in such a way that, although the DNA is far from the genes in the nucleotides, it is geometrically close to the promoter and the gene. This allows it to interact with transcription factors and polymerase II.
If the enhancer is mutated so that its binding partner is alwas bound andrecruiting RNA polymerase, transcription would occur continuously.
