“Full sentences” means “complete sentences.” A full-sentence outline will go beyond just a topical outline because (as the name suggests) a topical outline will contain only topics in the form of words and phrases. A topical outline is the type of outline that is typically done in the early stages of writing that writers use to help solidify their ideas in the planning/pre-writing stages. A full-sentence outline is an outline that is typically done near the drafting stage of writing and is particularly helpful because of the level of organization it provides so much so that sometimes drafts can be formed by cutting/pasting items of the full-sentence outline into paragraphs because of its level of completion.
