An antagonist is one who goes against the protagonist. In the Shakespeare's play Romeo and Juliet are the protagonists. Capulet goes against Juliet's wished when he decides that she must marry Paris. He even gives her an ultimatum: marry Paris or I'll disown you. Capulet makes this choice for Juliet without her consent. His desire to host a social event does not make him an antagonist. He doesn't actually offer "counsel" to Tybalt. Instead, he orders Tybalt not to approach Romeo and fight him in his house. Capulet also does not offer his permission for Juliet to marry Romeo.
