It was said by probably the greatest Athenian politician Solon, who believed in the ideals of democracy and tried to imposed them during the period when he was at the head of Athenian society.
Solon divided the citizens of Athens according to the annual income into four classes, each of these classes had certain rights in political life. The citizens of the three classes sat in the Chamber of four hundred, and the members of the fourth class could only sit and vote in the National Assembly. In addition, wealthier people who were not of noble descent could participate in the running of state affairs. Solon's second measure was the abolition and prohibition of debt bondage.
