After the civil war, the congress approached reconstruction by:
(C) Establishing the black code to treat African Americans as enslaved people.
Further explanationUnder the presidency of Abraham Lincoln, the freedom of the blacks had progressed enormously. At the end of the war, he had promulgated the Emancipation Proclamation, which forced the Confederate states to release their slaves. Once the war was over, he managed to insure the complete abolition of slavery in the United States. Unfortunately, following his assassination, this evolution did not continue, and from the election of Andrew Johnson, the Americans make a step backward.
The new president, a former owner of slaves, led a very hard policy towards the blacks. Slavery was officially forbidden, but Johnson did not punish the slavers in the South and even allows them to continue their business. He did not oppose the new laws passed in the former Confederate states, called black codes, which imposed racist rules on African Americans populations. Forbidden to own weapons or land, forbidden to meet at night, make music or vote. It is an absolute return to the past for these populations who find back the same conditions of life as before the war.
On the political side, the Confederate states were quickly reintegrated into the union, the reconstruction of the nation was a success on this particular subject.
