Yes. This quote or except from the book supported the need of Germany of colonial possessions and lands in order to suffice the need of the country. As an industrial country it needed vital raw resources that can only be found in the colony that can shape the nation's economy. Also it shaped the social standing of Germany as a powerful nation and shapes the new political battleground that consumed Europe for centuries.

They were developed because Congress believed that all races had a vote. Slavery was abolished making it illegal but just because it was illegal doesn’t mean people still didn’t do it. Most white men and woman in this time felt as if the blacks did not not to be moved closer to them for they were only good for slavery work; (farming, cleaning, cooking ect.) so when the slavery law was in affect most Native Americans tried to regain confidence.
