The enlightened monarch, Frederick II, was an accomplished flutist, allowed freedom of the press, and made sure that judges were properly educated.  

Frederick II, better known as Frederick The Great, was the  king of Prussia from 1740 until 1786, the longest reign of any Hohenzollern king.

Some of his most significant accomplishments during his reign are: his military victories, his reorganization of Prussian armies, his patronage of the arts and the Enlightenment and his  success against great odds in the Seven Years' War.

The English Bill of Rights established a constitutional monarchy. This means that the King and Queen don't have as much power. Instead, there is a parliament with the Prime Minister to head the government. This was a step in making the govermeng more about the people's choice than what the King chose to do.
