What is one difference between the encomienda system and the repartimiento system of spanish colonial america

In Repartimiento System the indigenous labor was not owned and enslaved   as in Encomienda system. In the former they were free in some areas as compared to the latter.

Most Importantly the Encomienda system gave Spanish colonists control over the American Indians in a specific area.

In general, there are four main purposes of government: to establish laws, maintain order and provide security, protect citizens from external threats, and promote the general welfare by providing public services.
