During the Cold War, both the United States and the Soviet Union were fearful of the other's capacity for attack in case of a war. Particularly, they were scared of the consequences of a nuclear war. As a consequence, the idea of "nuclear deterrence" was adopted. This rested on the assumption that a credible threat of retaliation would forestall an attack. Therefore, both countries built increasingly dangerous weapons to stop the other side from attacking.
