During the Constitutional Convention, there was a major disagreement between the Northern States and the Southern States regarding representation. The Northern States believed that if Slaves did not have any rights they should not be considered a part of the population and count to representation on Congress. The South wanted that because it could give them an advantage. So the three-fifths compromise was created. It was an agreement that stated that every enslaved American would be considered 3/5 of a person for taxation and representation.
