Since a large number of foreign consulates, international corporations, and banks are located in St. Petersburg, it's referred as the Northern Capital of Russia.
Option C
Explanation:
The fame of the region that we know today as St. Petersburg came into picture when Peter the Great established the city as the naval base of Russia for trading and corporations in 1703. In 1914, it became the fastest growing city of Russia with its vast expansion, vivid cultures, industrial centre and the international centre for art and fashion.
But, there comes the twist. The Russian Government renamed it in 1914 as Petrograd which means 'Peter's City" which later on returned to its original name. The city being built on swamp and water and abundant with many water corridors, it's provides all the suitable conditions as the trading port.
The city is blessed with high standards of art and culture and there attracts numerous tourists worldwide, especially the couples as being close to the polar region due to which nights are not dark for at least a month. With all these reasons, St. Petersburg proves to the the finest city of Russia and hence termed as the Northern Capital of Russia.
