The Fugitive Slave Acts of 1793 and 1850 were federal laws that allowed for the capture and return of runaway slaves within the territory of the United States, and the denial of important rights to these fugitive such as the right to a jury by trial.
As a result of these injustices and the increasing government intervention in states affairs, the Northern states determined to pass personal laws that nullified the Fugitive Slave Acts and that protected escaped slaves and free blacks settled in the North, the so-called "Personal liberty laws."
Under the "Personal liberty laws", many Northern states granted escaped slaves the right of jury trial and other guarantees, forbade state authorities to cooperate in the capture and return of fugitives, forbade them to recognize claims to runaways, and authorized severe punishment for illegal seizure and perjury against alleged fugitives.
