Why was it important for lincoln to wait to issue the emancipation proclamation

As promised, Lincoln waited to unveil the proclamation until he could do so on the heels of a successful Union military advance. On September 22, 1862, after a victory at Antietam, he publicly announced a preliminary Emancipation Proclamation, declaring all slaves free in the rebellious states as of January 1, 1863.

Lincoln realized that the Emancipation Proclamation could give him several advantages over the Confederacy in the war. First, it would give him the chance to recruit former slaves into the Union army. Lincoln also knew that once the war became an antislavery campaign, European nations would not support the Confederacy.

Common Sense was a pamphlet written by Thomas Paine which encouraged Americans to seek independence from Great Britain. It was published in 1775-76 and became an immediate sensation. Paine gave several moral and political arguments for independence. One of this was the argument of the location of Britain and the size of the colonies. Paine argued that the enormous distance between the two areas made it difficult for England to be well-informed about the state of American affairs. Moreover, the size of the colonies meant that England could not always successfully respond to the population's needs.
