increased, and Congress failed to work in the best interest of this country.
Talk began about altering the Confederation. Leaders of several states met
in Annapolis, Maryland to discuss the federal government's authority in
dealing with foreign nations. Then Shays' Rebellion occurred in
Massachusetts. This is considered by many scholars as the death knell of
