Explanation:
One thing that characterized the Roman empire, was its oppennes with a series of conditions that were part of the cultures and peoples that they annexed to their empire. Because of the enormous diversity within the empire, the Romans basically tolerated almost everything, including diverse cults and religions, as long as this kept the invaded people peaceful and cooperative towards Rome, and they paid their taxes and dues to the emperor. However, another thing that characterized them was the belief that anyone outside of Rome, or not born in Rome, was a barbarian. When Romans came to possess Palestine, including Jerusalem and other Jewish cities, they were taken aback because they did not find a gang of barbarians, but rather, a pretty organized, well-educated, and skilled nation, with their own systems, that were much more ancient and in some ways more refined, than those in Rome. Romans, allowed the Jews almost anything, but they did not tolerate the fact that the Jews were not the barbarians they had made them out to be.
