How is terrorism different than conventional warfare? terrorists represent known established nations while soldiers represent undefined political groups. terrorists abide by established international standards, while soldiers use surprise methods to instill fear in the enemy. the goals of terrorist organizations are clear, while conventional wars between nations are unknown. terrorists often attack innocent civilians, while in a conventional war soldiers usually fight other soldiers.
