The Red Scare occurred during the Cold War, and essentially was U.S. citizens freaking out about the rise and spread of communism even into the U.S. borders. This led to many blaming others of being a communist infiltrator, as well as an increase of government moderation of people.
Essentially it was about people being scared of the spread of Communism and trying to find means to stop it from spreading at the home front.
