Who did the United States Congress allow and not allow the right to vote in Louisiana when Louisiana was becoming a state?

In conclusion, Louisiana statehood was a proccess and a struggle that was

overcome. Although it faced Congressional dispute and high tensions from Spanish

Texas, Louisiana was a state in the end.
