During the early stages of World War II, the United States did not want to be involved. A lot of the people in the United States, along with the government, were isolationists. This is the concept of not meddling in the affairs of other countries, both economic and political.
A lot of the people in the United States believed in isolationism after World War I. They saw how awful and drastic World War I was and the number of people that were lost, many people even losing friends or family members. This greatly turned people off from the premise of war, even people in the government who would not get involved.
This being said, the United States was still trying to help the Allies in any way they could without getting their hands dirty, so they weren't remaining neutral. They were selling arms and other war goods to the Allies in hopes of helping them, along with building up their own forces. The United States ended up finally joining World War II after the Japanese attack on Pearl Harbor, which was a United States naval base.
