Sertao is located near the equator so meaning the climate is very hot. and due to global warming drought in sertao is occuring. daily lives of people is affected because they cannot do what they usually do. and their living is destroyed such as farming and raising cattles

I would guess it to be 'a' as most of the country is run by the government
